How to draw chibi legs
Chibi legs are short and tapered, and the feet are wedges. The real skill is balance: a big head makes any mistake in the stance obvious.

Proportion: shorter than you think
At three heads tall, the legs are roughly one head-height — that is, a third of the figure. At four heads, they get a little more. Draw them as tapered columns: wider at the thigh, narrowing to a slim ankle, with the knee implied by a change in direction rather than by a drawn joint.
The balance rule
The centre of mass of a chibi figure sits high, because the head is so large. If you drop a vertical line from the centre of the head, it must land between the feet. That single check fixes most chibi poses that look like they are toppling. Leaning the head outside the foot stance is fine for a running pose, but it has to be answered by a counterbalancing arm.
Feet as wedges, in three views
Front view: a rounded wedge, wider than the ankle, with no toes drawn. Side view: a flattened wedge with a slight rise at the heel. Three-quarter view: a wedge with one corner cut. In all three, resist drawing individual toes — the same reason hands stay as mittens applies here.
Standing, walking and the one-foot-up pose
A neutral standing pose puts the feet about one foot-width apart with one slightly forward; perfectly symmetrical feet read as a paper doll. For walking, keep the contact foot flat and lift the other just enough to see daylight under the sole. For the popular one-foot-up pose — one leg straight, the other bent with the knee forward — the supporting foot must sit directly under the head's centre line, or the figure looks like it is mid-fall.

Should chibi characters wear shoes?
Either is fine, but the shoe should be one shape. Adding laces, straps and sole tread at this scale produces visual noise; a single colour block and one line of contrast reads better.
